You can consider taking the Singapore Mass Rapid Transit system (a.k.a MRT) as one of the most economical and efficient transport mode.
In fact, if your flight lands in Singapore during the day/evening timing (i.e. 6am to 10pm), it is a good idea to try out the MRT. Besides it's cost-saving, it is also very much hassle-free. Single-ride tickets and EZ-link cards can be purchased at all train stations. You may also consider the Singapore Tourist Pass.

Airport to Wink @ Chinatown (8a, Mosque Street, Singapore 059488) by MRT:
You would embark from the Airport Station (CG2) located in Terminal 2.
Get off at Expo Station (CG1) which is the next stop, and walk over to Downtown Line.
Board the Downtown Line train towards Bukit Panjang. The ride to Chinatown Station (DT19) would take you about 40 minutes.

Airport to Wink @ Downtown (2b, McCallum Street, Singapore 069043) by MRT:
There are 2 MRT routes available:
1. The "scenic" route:
As the name implies, you would be taking the East West Line (Green color-coded), which is one of the first and oldest MRT lines in Singapore. As most part of the track is built above the grounds, you would have a a glimpse of the surrounding as you are travelling into the city.
If you would choose this option, you would embark from the airport Station towards Tanah Merah Station (EW4). Alight, then make a change to the East West Line towards the city. The next 30 minutes ride would above-the-ground initially, followed by underground ride before arriving at Tanjong Pagar Station (EW15). Take the Exit K (Fraser Tower) and walk about 3 to 5 minutes to Wink @ Downtown. Click here for the walking direction from Tanjong Pagar MRT to Wink @ Downtown.
2. The "Modern" route:
As the name implies, you would be taking the Downtown Line (Blue color-coded), which is one of the newest MRT lines in Singapore that is fully-automated. The entire track is built under-the-ground, so you would not have much to see the surrounding.
If you would choose this option, you would embark from the airport Station towards Expo (CG1). Alight, then make a change to the Downtown Line towards the Bukit Panjang. You would arrive at Telok Ayer Station (DT18) about 30+ minutes later. Alight and take the Exit A and walk some 200m along the traffic direction of Telok Ayer Street. Turn left to McCallum Street, at the end of Telok Ayer Street. You should see a 7-Eleven. Wink @ Downtown is just above it.
